Brian Hungerford
PARTNER
During his twenty-two years in practice, Brian has represented school districts and community colleges in all areas of labor relations, including federal and state court, agency hearings, arbitrations, and collective bargaining. Brian is also a co-editor of the Oregon Labor Law Today and Oregon Labor Law Digest, and has been an adjunct professor at University of Oregon, Portland State University and Lewis & Clark College. Brian is a regular speaker at numerous state-wide personnel and school law conferences, and has also presented at the National School Boards Association annual conference.

Richard Cohn-Lee
PARTNER
Rich has over 25 years experience as a litigator in state, federal and administrative courts in the areas of special education, student rights and discipline, employment matters and school district business operations. He received his undergraduate degree in Chemistry from Princeton University and his J.D. from Northwestern School of Law of Lewis & Clark College. Rich’s prior legal experience includes serving as a judicial clerk for the Honorable David Brewer and Ancer Haggerty and as a litigation attorney with the firm of Stoel Rives. Rich is admitted to the Oregon State Bar, the Federal District Court of Oregon, the U.S. Court of Appeals for the Ninth Circuit and the United States Supreme Court.

Joel Hungerford
PARTNER
Since joining the firm Joel has specialized in special education law. Joel has represented districts around the state in due process hearings and appeals. Joel also routinely assists districts with internal and external investigations related to, including handling complaints before the Oregon Department of Education and Federal Office of Civil Rights, as well as assisting in internal complaints filed directly with the school district. In addition to his special education work, Joel spends a large portion of his time addressing public record requests and state and Federal constitutional issues. Joel routinely draws upon his background in alternative dispute resolution to assist school districts to navigate potentially high friction interactions, such as contentious IEP meetings, mediations, and legal negotiations.

Taylor Kinch

Taylor is the newest member of The Hungerford Law Firm, where her practice will focus on special education law. Taylor has previously practiced both family law and housing law in Oregon. A native Oregonian, Taylor received her undergraduate degree from Northwestern University and her J.D. from the University of Oregon School Law.
